What exactly do you mean by scooter? There are so many defintions it is impossible to answer without more information.

Usual registration documents apply - you need to inform the DVLA of change of ownership / new owner.

Road tax - up to 150cc is �15

150 to 250cc is �40

You will need appropriate motor insurance, and if you don't have it already your driving licence.

You will need to complete the Compulsory Basic Training before you can ride it on the road, and then you will need L plates until you pass your test.
