Ford central Locking Failure

I have a 2001 ford cougar. The central locking/Alarm/boot release have all packed up. The internal Alarm LED is perminently on and the remote key also doesn't work. I can lock/unlock single doors manualy.
Ford thinks its the ECU? �500 to fix. Does anyone have any other ideas? or how could I replace an ECU within my (small) budget.?
