can you pay with a credit card without a pin number? mine hasn't been sent through as only just activated it and need to use it desperately ascar had some repir work done and don't have funds to cover it

Unfortunately I don't think you can. After Feb 14th this year, all cards with chip and PIN on them have to be used with the PIN.

You can call from home and pay your bill using the card over the phone, assuming the Garage agrees.
Things may have changed this year, but when I was in your position a couple of years ago, I was able to draw money from a bank. Any bank is able to do it, you will of course need plenty of identification. I am pretty sure that on the last card I received it did say no PIN needed at bank.
Don't draw cash with your credit card unless you absolutely have to.

Interest charged immediately and fees as well.

As already suggested, see if you can pay over the phone.
If the people you are paying have a card-machine they can type the number of the card in, instead of swiping it and they don't need the pin number
crilly2k, I work in retail and the PIN system can be bypassed, even by pressing 'cancel' you can do away with the need to enter a PIN without typing in the card number.

The point is that we are not allowed to, not that we can't.
I am still getting asked to sign for purchases in many different shops even after Feb 14th (the last one was a large Debenhams store at the weekend) so the system is not always in use.

You could phone ahead and see if they use this system or not, it might not even be an issue
