when using css to make a website. how can you 'align' or position an image within the table's cell.

If you are using CSS then I dont think you should be putting images inside a table.

Before CSS the only way to layout a page with text and images was to use a table (even if you did not want one).

Tables were not designed for this, just for rows and columns of data, and once CSS came along people stopped using tables for "layout".
