children's tv programme

This has been bugging me for ages! Does anyone remember a children's tv programme from either the late 80's or early 90's about a boy who gets lost at sea? All I can remember is seeing the waves and that the boy is dressed in old fashioned clothes...
Any ideas?

Thanks for the idea but just had a look and no don't think its that - I remember it was in colour, all I can remember is seeing the dark waves. As far as I can tell the viewer doesn't know where he is either....
Any other ideas?
