Brush your lips with a dry toothbrush and then rub in some Vaseline.

Ok thank you
Sudocrem...

Do you just rub sudo cream on the dry skin.
What soap are you using? There are a lot of products that say they are good for your skin but aren't. Also rather annoying I have found creams that work like a miracle on one person but don't on another.

I have the cold and I always get dry skin above my lips
Yes....just rub it in and leave it. Probably best to put it on before bed. It doesn't absorb like other creams but it's very effective.

Ok thankyou
There is also e45 cream.
....and use a clean tissue each time you wipe your nose. Using a damp tissue will make your skin drier and you'll get a sore nose too.
It's worth buying tissues with a balm in, I find they really help
Kleenex with balsam - or a supermarket equivalent
Try something natural like coconut or almond oil. Both are soothing and moisturising. I suggest avoiding vasoline or anything else with petroleum as it has a drying effect ultimately. Balm tissue are good as others have said.

PS try to avoid paraffin in the ingredients too. Even the smallest amount is an astringent chemical not good for a sore nose!
E45 Cream does it for me. Thats what they recommended for dry skin at our local hospital.
