signature tune of voa radio - any language

Can anybody please guide me to the song/lyrics which is played at the beginning & in the end of every radio transmission of the VOA (Voice of America) radio service. This applies to any language broadcast by the VOA. It is NOT the American National Anthem. The tune is very common & also available in most of the children's toys or Tom & Jerry cartoons. Where can I get it ? Please help. Thanks.
