I think it's Richard Hammond, I've seen him drive off Top Gear and he kicks ass (also that People Carrier racing a couple of weeks back). If you watch Top Gear with that in mind it fits as well, he always seems the most excited of the three of them with The Stig's results.

There are clues from the guests that he is Irish.  Eddy Irvine maybe? (joking).  Maybe he's Shane Lynch from Boyzone, he's a driver now.
