Wheelie Bins

My friend lives in a 'cul-de-sac'. One of her neighbours keeps her bins outside my friends gate. They stink & attract flies & restrict people from parking when visiting her. She told her she didn't want them leaving there anymore & she just said she couldn't stop her!
Where does my friend stand?

personally, i'd wait until she was out/not looking etc and move the bins where she can't find them and tow them into the next town. i'll ask anyone something nicely once, but that's my lot...

If they are on the pavement, she can complain to the council. They are supposed to be kept on your property and only put out on collection day. If they are on her property then your friend can't do anything.

A single mother has been fined more than �700 for putting her rubbish out too early.

Victoria Clarke said she left the bin bags outside her gate before the collection so her four-year-old daughter could play in their back yard more safely.

But council litter patrols spotted the rubbish on the pavement � and summoned her to face a charge of 'the �advancement of waste'.

She was fined �350 with �350 costs and ordered to pay a �15 'victim surcharge'.



This is the same as your freinds neighbour is doing isnt it ? she wants to be careful no-one phones the council to tell them her bins out to early ... she may get into trouble for doing so : /

In this area (Norfolk), there was an article in the paper which mentioned that the council are reminding people that wheelie bins must be out no earlier than 6pm the day before collection and must be back by 8pm on the day of collection.

Worth calling up the council?
