Turns out he was played by a 'real' singer, Ron Taylor, but I'm sure this is not the answer you were looking for... I'll keep looking.

Ringo Starr appeared in episode 7F18 'Brush with Greatness' first aired 11/4/91. The one where Marge takes up her paintbrush again after getting a (belated) reply from Ringo after she sent him a portrait. Her new found enthusiasm for painting is soon punctured after she painted an unflattering portrait of Mr. Burns.
