Film :- Salmon Fishing in the Yemen

I saw this film recently, but did not understand the ending.
A dam was built so that wa levels could build up so that salmon could breed.
However near the end sluices were opened on the dam and instead of water rushing out of the manmade lake a torrent rushed in from the other way.
This I could not understand because if water was released via the dam it would surely drain the salmon pools. Has anyone got an answer for this?

In the book there is heavy rainfall that comes off the mountains and causes a flood in the river, then the salmon head towards that. Haven't seen the film yet so don't know how close it keeps to the book.
