I don't quite understand how Billy is a suspect though.

Phil has sacrificed Billy to save his son. But Ben will get found out because of the pathetic attempt he made to 'hide' the bag with the photo frame in it. Andrew could have seen him dump it there as he was looking out of the window and anyway it will have Ben's fingerprints on it.

No shirey was clutching Ev,s things that Bily had in a bag, and thats when she saw the two tickets so knew that Andrew was telling the truth about the two of them running aweay to get married.

Poor Billy, most innocent people do not have alibis, cos they are not expecting to have to prove anything to anyone!
