If we all got really fed up and nobody voted in a particular by election how would they decide who was to be elected for that constituency as no votes were cast.

It wouldn't happen - the people who proposed the candidates for election would be pretty certain to vote for them

In theory I suppose the returning officer would draw lots
It would never happen and so there will be no rule in place to decide such a situation.
The rules are in place and very clear:

If there is more than one candidate then there is a vote, otherwise the single candidate is elected un opposed.

If 2 or more candidates poll equal votes (ie 0) then the returmning officer should draw lots.

An election does not have to involve voting and if it does voting is not compulsory.

In reality of course this won't happen but it is covered.
They toss a coin, there's been loads of instances where the votes are tied - even one in the last election. Look on Google.
