When a new cemetary is inaugurated what exactly is the proceedure that makes it into "consecrated ground"? -- is it blessed by a priest?-or a mass said? or is a Bishop involved?

arggh,. chilly fingers, cant type. Sorry, a bishop performs a consecration ceremony.
If you are referring to a churchyard, then the above answer is correct,
However,if you mean a Municipal Cemetery, then this is NOT consecrated,as it has to allow persons of all faiths (or none) to be buried there.
To confuse matters even further some (but very few) Municipal Cemeteries have a seperate(consecrated) Catholic burial section.
