My brother was issued an FPN for swearing in public last year. He went on holiday, did not pay the fine and moved address when he returned home. The clown has only just told me about this and what I want to know is what would have happened next?
Would there now be a warrant out for him? ie if he was stopped by police and they did a pnc check on him?
Would this have gone to court in his absence?
Any advice most appreciated...

I would imagine the fina has more than trebled with court costs and any bailiffs fees for summons serving, just tell him to save his money for when they do catch up with him once he registers to vote or comes to the attention of the police in any other way, left long enough an arrest warrant will probably be the eventual outcome.
