Time of year to plant

A landscaping company is going to do the garden in my front yard starting Mon morning Nov. 16 Today it is minus 2 , my question is: Is this time of year okay to do this? The plants he is going to plant are Pyramid Yew, Service berry, Day lily, Hydrangea, Boxwood, Astible, Spriea, Grasses, Hosta, cedar Shrubs.
