accident charge

i was charged with driving without due care and attention after a road accident,in the police statements it said the would be no further action but the matter would be reported .i received the charge over 6 month later after the accident.
i have already pleaded guilty in court to the offence and received my penalty but i'm now being told they should have charged me on the spot and not 6 month later.
can anyone enlighten me on this?

It would appear that the correct procedure has been followed. At the time of the offence the officer would have told you that the circumstances would be reported.The officer would then submit a file of evidence and the CPS would then decide if a prosecution was appropriate.

You dont get charged with this type of offence you are reported for summons.
