why is it that if you buy goods and find that they don't work, you can reuturn the goods as faulty and get a refund but with VISTA we seem to be stuck with it

It's to stop you installing Vista, making a note of the product code, and returning the disk for the refund.

It's rubbish. I've just bought a new pc from Dell, but made sure to demand XP on it. If they ever get round to fixing Vista I'll install it then.
I imagine that if the Vista CD or the programme is at fault it can be returned, but it is usually not that simple because its generally the PC or incompatible software or hardware that is at fault!!
Because everyone would be returning them for a refund ..does anyone else think Vista is the most annoying operating system ever?
