Parking tickets - driving off before its been issued.....

Having a bit of a debate and wondered if anyone knows what the law is around parking tickets. If you see a council parking inspector writing you a ticket and putting it into a pouch ready to stick on your screen, but then drive away before he gets to stick it on will you still be fined?
Also, if a car has a cover on it can it be issued with a ticket? I heard somewhere that the inspectors cant remove the cover, and as the sticker has to go on the windscreen then a ticket cant be issued....

Not sure what the law says, but there was an incident in the papers where the car driver drove off before the ticket warden could place it on the windscreen.It went to court and the court ruled in the drivers favour !
Tried it ! - i recieved the ticket by post with 'Driver left the scene before warden was able to affix ticket' written in the notes column at the bottom.
If a car is illegally parked it will get a parking fine whether the driver drives off before the ticket is placed on the windscreen or it has a cover on it whilst on a public highway in a restricted parking area, could also be fined for not displaying a tax disc.
No you dont pay, they have to put the ticket on your car or give it to you, thats the law
I was at Sainsburys when I noticed the chap taking down my details. I told him I was off. He replied he already had the ticket to which I replied, "What ticket?" got in my car, and drove off before he was able to do anything more. I will let you know if I too get a ticket in the post but have been reading online that unless they place it on your car or give it to you, you don't need to pay as the ticket hasnot been served and remains invalid.
