can you have a lesson in a car on monday then be seen driving without l plates on the vehical the next day

No unless the lesson was followed by the driving test and you passed.
Of course you can.....

But I suspect that's not quite what you meant.
Has the person passed their test in between the 2 sightings?
Private or public land/road ?
Of course, if that person has passed his test.
Or the person has a licence but has not driven for a while so was having a refresher lesson with plates on.
I did this when I came back from the USA. I booked an hour with the lady who had taught me to drive so she could go round with me shouting “Drive on the left!"
did the car have plates the previous day ?
is there more than one driver of the car

I have to say I did dob in someone who said they were blind and couldnt drive
and then I saw her driving
I was blinder than her ( so the identification was uncertain )
and er in the passenger seat .... ( I was - not her !)
yes, quite feasible
