I bought a top with jewels around the neckline - the first time I washed it (handwash, as specified on the label), a number of the jewels have either fallen off or are hanging off. I have contacted the catalogue company who say that if I wish to keep the top they will refund the price by 20%. Is this reasonable or should I push them for more?

As its essentially useless to you and not of merchantable quality - ie not surviving one correct wash - I`d go for the full refund inc postage.
From a legal viewpoint you should return it for a full refund, but if it's good enough for you to want to keep push for a bigger discount but be aware that that option in discretionary and has no legal footing
It sounds like you can't wear the top, with missing or falling off jewels, so I'd press them for more, or send it back.
you can return it for a full refund as it is defective after one use, or take their offer and alter the top by getting rid of the offending jewels. two choices - take your pick. either are fair.
