Why can't perpetrators of female genital mutilation not be prosecuted under the perfectly good laws already in place which deal with grievous bodily harm ?

It's happening behind closed doors. It's not like they get booked in for it.
Women and girls who have been victims of FGM do not report it. Maybe they are embarrassed, or don't want to get (often) their own family into trouble with the law.

I imagine it's very difficult to get these women and girls to speak out against their own culture, so prosecuting those responsible must be very difficult.
I will go to my Orig answer, this or previous Governments are *** scared of upsetting them.
Correct TWR, and the problem amplfied by the disgraceful antics of the easily brainwashed lazy-left.
