Help Settle An Argument

I know the classic car exemption was introduced approx 1994/5/6 as a rolling 25 years and later frozen by Labour in 1997 but I cannont find any definitive article saying so. I think Ken Clarke was the Chancellor. Can anyone point me at the details of the original budget item. Thanks

thanks for trying, can we even determine which actual budget introduced this?
This forum seems to suggest the freeze was done by Gordon Brown within his 1997 Budget

yes I know when it was frozen I just can't find the details of when it was introduced.

No that's wrong, there was no Tory Budget in 1997, it was Brown's Labour budget in 1997 that froze what had gone before.

No worries Tora, It was interesting to find out. I shall pop a flower into my guvnors thinking cap to make it more girly though :-)
In light of the "Page 106 (5.53) Financial Statement & Budget Report 96/97" probably in the 1996 budget and introduced in 1997.
Kenneth Clarke introduced the rolling 25-year 'historic vehicle' VED exemption in his Autumn Budget, 28th November 1995, as enacted by s.18 of the Finance Act 1996.
