Just want to know what my rights are here if anyone can help. I returned an ebay item I'd bought from China. It was a dress. I sent the item Royal Mail International signed for and it was signed for in China on 8 November. I can't find out anymore than that (ie who signed for it, where it was signed for, etc). Now the seller is telling me they haven't received the item, that no-one signed for it at the place of work, and that they believe it to be stuck at customs and it's customs that signed for it. Does anyone know what my rights are about getting a refund - if that's at all possible? Where do I go from here?

Report it to eBay, straight away. If it's been signed for, send evidence of that to them. They want to know if sellers are messing buyers about. It may be stuck at customs, that's not your problem.
Yes eBay will refund you as long as you can prove it was signed for by providing the tracking number to them. Start a claim and submit it to eBay customer service.
