the local authority have issued notice that I am to be penalised for not conforming to the regulations for keeping sheep on my land. I do not have any sheep on my land. Is this possible??

There are quite a lot of regulations concerning keeping sheep on land. Could it be that sheep have been held on the land previously (or land owned or leased by a former owner of your property) and they are checking on what the situation is to make sure that, if there are sheep on the land, there is compliance with regulations?
