what are the implications or next step if the other party avoids or refuses to accept the 'sever tenancy letter/notice' ???

How was it served?

Easiest way is to stick it through the letter box or stick it to the front door of their normal place of abode. On belt and braces send by registered or recorded post.

it hasnt yet, just trying to think ahead...just wondered where you stood legaly if they denied receiving it.
Don't think it would matter - as long as you live at that address and the server can prove delivering it then it would have to be considered served. If not then you are not living full time at that address.
