Extending your drive.

My neighbour with whom I am on good terms , is seeking to extend his driveway , out over the pavement to the road .Are you allowed to do this ? Do not want him to get into trouble.
And no, it makes not the slightest difference to my own position.Advice welcome.

It's best they contact the council and ask for permision to do this as the pavement is not on their land then its not theirs to build over. I wouldn't just go ahead and do it. They could get fined then have to remove the driveway.
Another consideration for your neighbour. If anyone comes a cropper on that bit of pavement and suffers an injury, they could well sue your neighbour instead of the council.
Unlikely, but not impossible.
Around here, the local authority insist on doing the work and charging for it. They know it's been done to their specs and take responsibility for any problems arising.

Thank you both , do not know his reasoning , but it may be for a dropped kerb -- just a guess may be .

If he wantws a drop kerb he will have to apply to council and round here they want to do that themselves and charge for priveledge

If you're on a classified road (A, B or C) then you will also need planning permission in addition to the dropped kerb consent.

A neighbour in Salford did his own drop kerb, and was made to pay through the nose for retrospective permission.

I went through proper channels. I had to prove to Planning that we could turn a car round on the property, and Highways had to approve the sight lines coming out onto the road.

Salford insisted on douing the work, and the whole thing cost £1500 ten years ago.

Just up the road, people are parking on the wide pavement in front of their houses, bumping up over the kerb, and nobody wants to know.

There ain't no justice.
