My employer says that he will not pay for eyesight tests as the employees are allowed to rest their eyes during the day, and they don't have a look at the screen continuously. However, it is an IT consultancy so much of our work is done on the computer. What is the legal line?

Simply, yes they should if using a computer is a significant part of your working day. Point them in the direct of the HSE website (hs.gov.uk); they will be able to find a leaflet telling them all they need to know.
That website should be hse.gov.uk.
This is the leaflet that hazel is referring to.
