Does anyone know of any college or university that in order to train its business students in the art of interviewing job candidates, offers mock job interviews to members of the public so that they can brush up on their interview skills too?

I doubt that a uni or college will do it - because I don't believe business students get training/coaching in interviewing skills (but I'm happy to be told otherwise).
There are a plethora of HR training/recruitment/coaching organisations out there who offer corporate organisations training courses to send their people on. I assume that these organisations might have a need for tame volunteers as part of videoing trainees to help them during the training. Indeed I know for sure that counselling training organisations do this - because I've been through it. (Recruitment interviewing and counselling are very different things though - the common thread being only that it involves two people and an exchange of communications).
Phone around a few small to medium-sized HR specialist consultancy / training providers perhaps?
