It is usually the tenant unless it says otherwise in the tenancy agreement.
Hi Berti:

If you are a tenant and are in one of the following categories, you have to pay:

An "assured tenant", ie. lives there and has a lease on it.

A "statutory tenant" (applies to commercial property)

A "secure tenant" (applies usually to council tenants)

Hope this helps.
tennant

landlord just owns th prop

tennant lives in it therefore pays CT

The tenant usually has to pay, but some tenancy agreements include Council Tax and/or caretaker's costs, such as the flat in Leicester that my friend moved into. If the agreement doesn't show this, then you're responsible for the payments.
If the tenant is in a property separate from the landlord it woud be wise, and is usual, to make sure that all utility bills are in the tenant's nane.

If the tenant is in somebody's home, renting a room, for example, then usually the utilities inc council tax are included in the rent.
As others have indicated, it's usually the tenant who has to pay Council Tax.

However, if the property is a 'house in multiple occupation' the landlord is responsible for paying the Council Tax:

Thanks folks

The property is a house which has been converted into flats .
She ( my daughter ) rents one of these flats
Quickly , reading the above it appears that she will have to pay .

However , how is the Council tax she pays calculated .
Is it as simple as the whole property is placed in the appropriate band , and whatever the payment for that band is , all the tennants pay that sum ? .

If for arguement sake , the property is in Band B , which is
900 , would all the tennants pay 900 each ?
