Should rebates be considered a form of revenue for a company?

Depends. I treat it as 'Discounts received' and include it in 'Other income'. It thus appears below the line of 'Gross Profit' but above the line of 'Gross Profit and Other Income'.
This is discounts from creditors, of course.
Indeed "depends" is the correct answer.

It will be treated differently in many companies. One approach is what buildersmate said. Another is as a reduction in purchase costs (or expenses if it's a rebate of an expense but I doubt that).

It wouldn't normally be part of turnover though.
