If I choose to pull out of the course for whatever reason, will i be tied to having to finish paying the rest of the course fee, even though I won't be attending?

It's worth looking into whether you would have to pay for the course in the first place - I don't know much about degree funding, but I suggest you contact the university that you are going to do your degree with and your local education authority. My Mum is doing a degree through the OU and it has been funded for her.
