a friend of mine from the USA wants to live and work in the UK she has a job offer and work permit for it but seems to be waiting a very long time to get immigration sorted out - she was offered her job in March 2005 and still waiting to come over here - is this normal?

No, this is not normal in my experience. Sounds like someone has forgotten to make an application or the Home Office thinks the job she has been offered can be done by a UK citizen The link below should help you work out where the hold-up is and sort it out.
