Payment for reduced working hours

If an employee of a business (which requires staff to sometimes be 'on call') has a medical note restricting their hours to mean that they won't be able to partake in the out of hours rota, is this employee still entitled to full pay?  Even if the other staff members are having to work extra hours to cover for them?
