Jen, best to talk to your local council (possibly education dept) as there are quite strict rules on what under 16's can and can't do regarding work, such as the type of work, the hours they can do and so on.
Work in Charity shop - good way to spend time and looks good on future Ucas forms and CVs.
Many hotels and restaurants will employ under 16s as waitresses and chamber maids
You can also try your local sweet shop, local fruit shop, butchers (if you can handle the smell).  Another idea too are the city markets, they may pay less but they are always looking for people.  Good Luck!
If you've got experience, then baby sitting. At your age better to start off with family friends etc who know you, and also with slightly older kids not babies. (though, you say under 16, if you're 14 or under I wouldn't bother with this)
connexions could give you an idea of work available to under 16's, its best to make an appointment and speak to an advisor but they have a website www.connexions.gov.uk

hairdressers will take on 'saturday girls' from about age 14.

hey, i know its a lot like a paper round but delivering leaflets pays a lot more, most companies ask its workers to be over 16 although in my experience they have never checked.
