What does is actually mean ?

"We have looked at your backdated claim and decided that you have satisfied the Labour Market conditions for Jobseeker's Allowance from 13/4/11 to 23/5/11.

We have also decided that you have not shown good cause for the delay in making your claim from 13/4/11 to 23/5/11"

I under stand the second said that I wont be getting backdated claim, but was the first paragraph mean ?

First bit:
We've had a look at your claim and we accept that, if you'd bothered to claim, you were entitled to receive JSA.

Second bit:
. . . but since you didn't actually claim it at the time, you're not getting it now!
It reads that they are telling you that although you met the conditions to receive JSA you will not get it as your reasons for delaying your claim were not good enough

The Labour Market conditions are that you were available for employment AND that you were actively seeking employment (ASE) As long as those conditions are satisfied, you will get Credits for National Insurance (NI) Contributions. They then look at the reasons you gave for being late in claiming and in this case decided not to allow payment. The fact that the JSA is not payable does not stop the NI being credited.

How much are the Credits for National Insurance (NI) Contributions ? How much would they be ?
The credits are awarded automatically and they count toward benefits such as State Pension. They don't cost anything as such but for comparison, a voluntary contribution cots £12.60
