It would depend what the solicitors were doing as to what they would charge and I'd ask for a breakdown as to the fees for what you actually wanted doing.
Would the high fees involve solicitors actually being appointed as the attorney or for particularly complicated ones with all kinds of conditions?

rules changed ..but on the net you can buy

It's now an LPA as others have said. You can do it yourself for nothing apart from the �150 fee to the OPG when it comes to register it.
Just download the application form from the OPG site, plus the guidance notes. Spend a while reading and understanding them and away you go. Don't rush it - no-one else will.

The only fee you might have to pay is for someone to certify that the donor knows what they are doing - even then a friend or neighbour is acceptable if they agree.

Frankly, I would say that �1k is over the top. I would shop around if you are not confident enough to do it yourself (remember, you will need to have your LPA certified). I would think you can get one done for less than �200.
