Uni - TV Licience

My son is going to uni in September and says he (as all the other students) has to have a tv licience. Is this the norm as thats an awful lot of licience fees.

Yes, your son needs a TV licence if he'll be watching TV in his own room (rather than in a communal room) in a hall of residence.

it's not that many license fees, he only has to pay for one!
TVL are well-aware of where university halls of residence are and I have circumstantial evidence to suggest that they target around late September as an annual one-off revenue-raising opportunity.
When I was at uni our halls got targeted and lots of people had to pay fines. Also, not sure if this was just an urban myth to scare us, but apparently evading the license fee is classed as a fraudulent offence and can affect students on law related courses.
When I was in halls of residence two years ago, I had to purchase a year licence, but when I finished for the Summer I was able to get a partial refund because I wasn't in halls for a full Calendar year, but a full academic year, but the TV licence is for a whole Calendar year. All I had to do was go on the tv licensing website and there I downloaded an application form. When your son breaks up for the Summer, he needs to fill this form in and show some sort of evidence that he has moved out (final payment schedules/final checklist), send it off to them then he will get some sort of refund.
