is there anyway i can obtain travel insurance for a family member who is already abroad?

not if he's living abroad; insurers generally cover only residents of their own countries. If he's just travelling, they probably won't want to cover his current trip, but you could try

yes,you can insure him from now,but it cant be backdated.
