Yes, but one of the questions asked by the insurance companies is "Are you the registered owner of the car?" Some insurance companies will not insure you if you're not the registered owner of the car

Yes you can
but it is a real pain in the b+tt

in fact in the end I put the registered keeper in as the driver instead of the registered keeper being me.
