Neighbour Smoking, Affecting Others.

A friend lives in a first floor flat and her neighbour below comes out onto her balcony/terrace below to smoke. The smoke rises up and is very unpleasant for my friend, even coming into her kitchen.
She wants suggestions as how to approach this problem, as, if she asks them to stop please, and explains how it is affecting them, and they say no, she still has the problem and, now, an angry neighbour.
Any practical suggestion please.

Sorry, you're right. She could simply politely say - 'I'm sure you don't realise but when you smoke on the balcony it wafts up and through my window, is there any way you could prevent this please'.

Live and let live. Maybe she should move, tent in middle of a field sounds a good idea.
I doubt she should be smoking inside the block at all, anyway that sort of selfishness can easily be solved by a bucket of water over head. Will only be necessary once.

That would be assault TTT. She is smoking on her balcony, some people really do need to get a life
Tora she is smoking on the ground floor outside of the flat!
...or keep the windows open and have an electric fan directed at them, to prevent smoke entering. Not much else she can do....
If that's an assault then so is releasing 10000 chemicals into the immediate atmosphere over 500 of which are deadly toxins. I'd have me bucket on the landing ready, selfish barsteward.
Some people find living in a block of flats in close proximity to others difficult to adapt to - there's no real easy way of dealing with this other than trying to avoid the irritant.

As a smoker with a balcony, I too may have annoyed some but fortunately those above me and those above them are also smokers at the moment and fine with it.
Smoking is legal ttt, what you are suggesting isn't.
My landing is a long way from my balcony, I wouldn't advocate throwing water on the sitars - that could turn nasty.
What habits do you have TTT which may annoy others ?

islay: According to the OP she's out on the balcony. Sounds like she doesn't want to pollute her own flat but annoy those above. Does the selfishness of the smoker know no bounds?

Lots of smokers do so outdoors.
TTT and if the OP's friend is on the 1st floor then her neighbour is on the ground floor!!
Could be worse, could be weed! now there is a horrible stench!
am not surprised she now has an angry neighbour.
I'd be a tad miffed if someone asked me not to smoke on my property (whether bought or rented)

Think a peace offering might be appropriate and a nicer chat about the smoking might be a better route?
