An item that I posted to USA has been received broken. I used a certificate of posting. Am I able to make some sort of claim with the post office?

Yes you are. From Royal Mail though - not the Post Office.

You should be covered for up to �36 - unless you sent it with increased cover ot it is an item they won't cover.

The 'if it is our fault' is the bugbear.

They will try to say it was either inadequately packed or the damage happened in America.

Still worth trying though

That's the rub
You can pick up a claims form from your local Post Office.
