Usually clocks or watches only tick if they have a second hand. However even if they don't you may be able to hear movement from the back as the cogs go around.

Not really. If you listen very very carefully, you might hear the electronic oscillator (the quartz bit) making its time signal, a gentle rhythmic noise. Given the frequency levels of the vibration though, you would have to have exceptionally good hearing.

And contrary to most peoples' opinions, the alarms don't go 'off': they go 'on'; that's why you can hear them!
If you can't hear it then it must be silent. Unless , like me you are deaf, in which case all clocks have a silent tick.
Mine has a very quiet tick - usually inaudible but if it's a very quiet night I can sometime hear it.
