I would imagine that a part of the dryer has a small refrigeration unit in it, this will cool the air allowing it to release (condense) the moisture before it is expelled. It sounds like maybe the refrigerator part is not functioning correctly.

I believed they blow the hot, wet air through a radiator which is cooled by a stream of cold water. The moisture from the clothes condenses onto the cold radiator and the dryer, cooler air is expelled.

So to answer: it could be the valve that turns on the cold water has broken.

Or do you mean the whole of the tumble dryer is not working, at all?
