Reseating and replacing tap washers

I need to change the washers on my upstairs wash hand basin. I have a combi boiler. Am I right in thinking I need to switch the boiler off altogether before starting? After I switch the water off at the mains can I drain the hot and cold taps downstairs - or do I need to drain the taps I am going to work on?

Boiler off? Probably sensible. Yes, turn off the water at your main stopcock. Yes, drain the water by opening the taps down stairs and then the upstairs. Then change your washer.
