Abort PC Shutdown?

If you go to halfway down the following link on the right side of it, there is a picture mentioning saving something as a .bat file which aborts a shutdown on your PC. However I cannot read what it says. Does anyone know?

...although "shutdown.exe -a" would do.

Rojash, how do you use it? Do you type it into the run bar?
No, you create a bat file. Save it, and put a shortcut on your desktop.
Open Windows Explorer
Browse to the C: drive
Right-click and choose New/Text File
Call it Sabort.bat
Right-click and choose Edit
Type in "Shutdown.exe -a" without the quotes and save it.
Right-click and drag to desktop, choose create shortcut here.

I wonder does it only work if you click to shutdown or will it also work if you've held the off button in for a few seconds?
