To add to the previous good advice... really small potatoes may not have developed any "eyes". It's important that seed potatoes have at least one, preferably more, eyes.
Additionally when storing, make sure they're stored in a cool, dark place. The colder (but not freezing) the better. Lare potato warehouses around here (western U.S.) keep their underground storage areas at about 35 degrees (F) year round...
