Does anybody know how to change the start up and shut down sounds on Vista?

It answered the question you asked :)

the windows logon and logoff sounds can both be changed to any sound file in control panel hardware and sounds > sounds and then click on the sounds tab, scroll down to window logon and wndows logoff, click once to highlight, click browse and select another sound

You can't (easily) change the windows startup sound, but you can disable it on the same page and have only the logon sound.
