How do you go about getting a gas supply to a residential property (a flat, in fact) which has never hads gas before?

You contact the local gas board.

not sure if it's national grid gas (transco) or one of the energy suppliers that you need, or perhaps both, i'm guessing that national grid will run the pipe to your house and the gas supplier provide the meter.
