If you substitute your existing hot cylinder for a new mains pressure cylinder, you wont need a cold tank at all.  The water pressure that normally comes from the cold tank being above the hot, is simply replaced by the pressure of the cold mains.  Otherwise, you're stuffed if you cant get the cold above the hot.  Dont try connecting your existing hot tank to mains pressure though - it requires a specially made tank with pressure vessels etc.

You can also buy a horizontal cylinder which would give you loads of extra room
